The law Grenelle 2 is released!
Nearly a year after the Grenelle 1 statute, the law on national commitment to the environment, or more commonly known as ENE, Grenelle 2 is published in the Official Journal of 13 July 2010. While the Act of August 3, 2009 was a law fixing the programming environmental goals and reduce energy consumption and emissions of greenhouse gases, Act No. 2010-788 of 12 July 2010, through its 257 articles, taking action, particularly in the areas of building, planning, transport, biodiversity, health and waste. Real Estate Diagnostics The diagnosis of Energy Performance (DPE) is expanding! - It is now required at the signing of all leases, except leases and rural rentals; - It will indicate, in 2013, for new buildings, emissions of greenhouse gases; - It shall, within five years from 1 January 2012, be conducted for all buildings with a collective heating or cooling, except those whose primary use housing demand building permit prior to 1 June 2001 and with fifty or more lots in which an energy audit must be performed. The diagnosis must be attached to the reorganization proceedings concluded on or after 1 January 2011 (not 2013), and its duration is three years. Real estate Transactions Alongside all the latest in diagnosis, most notably that from 1 January 2011, the energy rating of the property will be displayed in the advertisements for the sale or rental. |
